There are seven steering members elected at large to staggered 4-year terms, and a Mayor elected at large every 2 years. On the Thursday pursuit each election, the steering elects their President who serves at their pleasure. The President of theSteeringpresides over the meetings and sets the agendas. TheSeniorelected official is the Mayor, who represents the Town surpassing all state and local agencies. The Mayor and CitySteeringhire a professional manager to handle the daily operations of the town. TheMunicipalityManager moreover serves as the senior financial officer. Ocean City’s elected officials receive minimal bounty for delivering out the responsibilities of public office and may maintain other full-time or part-time jobs. Listed unelevated are the Powers and Duties of the Mayor, CitySteeringandMunicipalityManager as specified in the Town of OceanMunicipalityCharter. TheSeniorof Police shall be scheduled by a majority of votes of the Mayor and CitySteeringwith eachSteeringmember and the Mayor having one (1) vote. A legation consisting of four (4) members, one (1) of which shall be the Mayor, who is to be a permanent member of the legation and not subject to removal from the commission, and three (3) members taken from the membership of the CitySteeringshall teach the wardship of the Police Department, with all matters stuff resolved by a majority vote of the commission. The three (3) members of the legation taken from the membership of the CitySteeringshall be scheduled by the Mayor with the clearance by the CitySteeringmembers and shall serve at the pleasure of theMunicipalityCouncil. The four-member legation shall be known as the “OceanMunicipalityPolice Commission.” The Mayor shall be the senior representative of the Town surpassing all State, Federal and other local governmental bodies. The Mayor shall act as theMunicipalityManager of the Town during the pendency of any vacancy in the position of theMunicipalityManager and during such time shall be the senior legalistic and financial officer of the Town. Upon confirmation by the Council, the Mayor shall sublease members to all municipality boards, commissions and committees. The powers and duties of the Mayor shall not be wizened without stuff submitted to a referendum of the voters. § C-413A. General powers and duties of Council. TheSteeringshall consist of seven (7) members elected at large and shall hold all the legislative and, except for the mayoral veto, all the executive powers of the town. TheSteeringshall: A. Elect one (1) of its members as President. B. Make all policy decisions subject to the provisions of this charter. C.SubleasetheMunicipalityAuditor,MunicipalityAttorney,MunicipalityManager andMunicipalityClerk. D. Establish powers and duties for all municipality boards, commissions and committees in the ordinance which creates them. E. Receive from theMunicipalityManager recommendations for hiring and discharging all department heads of the town. F. Establish the salaries and other bounty for all officials and employees of the town. G. Exercise uncontrived supervision and tenancy over theMunicipalityManager. H. Deal with or issue orders or requests to town employees only through theMunicipalityManager, except in the specimen of formal inquiries or investigations. § C-1001.MunicipalityManager; powers and duties. TheMunicipalityManager shall be scheduled by theSteeringand shall serve at its pleasure. TheMunicipalityManager: A. Is the senior legalistic officer of the town. B. Hires, supervises and discharges all town employees, except department heads, subject to personnel. regulations and other laws of the town and the state. C. Recommends to theSteeringthe visit or venting of all department heads. D. Supervises all department heads during the term of their appointment. E. May request a sealed hearing by theSteeringupon receiving notice of his removal. F. Makes reports and recommendations to theSteeringconcerning any municipal matter which may deserveSteeringattention. G. Carries out other duties prescribed by the Council. H. In the event any enumerated or signed [assigned] power or duty shall mismatch with the powers and duties of any other official in the town, then such other official shall be considered to possess such duties and powers rather than theMunicipalityManager.
